A teacher of Culture et citoyenneté québécoise (CCQ) who repeatedly posts homophobic, antisemitic, and white supremacist comments on social media . . . knowing full well that his students will see it. We’re not joking: this is almost a full-time occupation for Billy Savoie, a teacher at the Cité étudiante high school in Roberval.
On October 17, he even invited his followers on TikTok and Instagram (including a number of his students, who are minors) to watch him “debate” another internet user whom he (incorrectly) believed to be a neo-Nazi. During this exchange, “Mr. Billy” posited that Adolf Hitler “was right about many things.”

Billy Savoie, a Right-Wing Activist with a Left-Wing History
Billy Savoie, originally from La Tuque, began studying at UQAM sometime around 2015. Early on, he got involved the Mouvement étudiant révolutionnaire (MER), the student wing of the Parti communiste révolutionnaire (PCR, a Maoist organization that existed from 2009 to 2022, not to be confused with the current PCR, which is Trotskyist). He stuck with the PCR in the split that tore the organization apart in 2016, with the Québec wing accusing the Canadian section of petty-bourgeois and “postmodern” deviations (this is important for what follows). The PCR then underwent a series of purges, the details of which we will spare you, as they are not relevant to this article. However, one element should be highlighted: the 2016 split and the successive purges, which lasted until 2022, were largely based on hostility toward “identity politics” and the increasingly overt transphobic stance adopted by the Québec wing of the organization. Billy Savoie stuck with the local PCR leadership to the end, and we even believe that he continued on with them when they dissolved the organization and founded the short-lived “Avant-garde communiste du Canada” splinter group, after expelling the old-guard PCR founders, who controlled the party’s bookstore, Maison Norman Béthune. Interestingly, Savoie was also the AFESH’s mobilization secretary during the 2017 campaign for paid internships.
From 2022 to 2024, Billy Savoie was silent. When he reappeared, it was in the comments section of Nouvelle Alliance’s Facebook page, where he congratulated the far-right group for one of its visibility campaigns.
After that everything happened very quickly: during this period (or perhaps before), Savoie got involved with the Action socialiste de libération nationale (ASLN, formerly the Parti communiste du Québec). This Marxist-Leninist and anti-imperialist (campist) organization first made its presence felt at support demonstrations for Palestine and mobilizations in support of workers. In late 2024, under the leadership of Sébastien Paquette and Billy Savoie, the far-left organization (albeit a little tankie and cringe-worthy around the edges) made a curious 180-degree turn and moved closer to the Nouvelle Alliance.
In May 2025, the two groups organized a “leaders’ debate,” which wasn’t actually a debate, since everyone seemed to agree on almost everything. On May 19, Journée des Patriotes, the two groups demonstrated together, an event marked by clashes with inclusive sovereigntists and anti-fascist activists. At this point, rumours were circulating within sovereigntist networks that the two organizations were considering merging.
Billy Savoie seems to be gradually taking control of the ASLN, or at least its social media accounts; he has discovered a new vocation as an influencer on Instagram and TikTok, adopting the codes of the genre (memes, short videos, etc.). He is increasingly unrestrained, with his racist, antisemitic, and homophobic comments increasing geometrically.
On September 20, 2025, Nouvelle Alliance and the ASLN jointly organized an independence rally in Québec City, which turned into a fiasco for them when the fifty or so members and supporters of the two organizations found themselves surrounded by more than two hundred anti-racist and anti-fascist sovereigntist activists from OUI Québec, the Mouvement étudiant indépendantiste, and Québec solidaire. On this occasion, the ASLN unveiled its new uniform: a brown shirt (no, we’re not joking, pretty much the same color as those worn by the Sturmabteilung!) adorned with a badge representing a fleur-de-lis, one of whose petals is stylized in the shape of an AK-47 rifle.
During this demonstration, Billy Savoie lashed out at the anti-fascists of OUI Québec, going so far as to call for them to be “hunted down.”
Since September 20, Billy Savoie has been on a roll. He started a series of street interviews on the UQAC campus, inspired by the model of influencer Martin le catholique, with whom he has also collaborated on Instagram.
High School Teacher

Billy Savoie posts his academic and professional background after being hired by the Pays-des-Bleuets School Service Center.
He has been a high school teacher for many years. On January 13, 2024, he announced that he had been hired by the Centre des services scolaires du Pays-des-Bleuets. He outlines his academic and professional background in detail on his Facebook page.
We now know that he teaches the Culture et citoyenneté québécoise (CCQ) course at the Cité étudiante de Roberval. At the same time, he is pursuing a master’s degree at UQAC under the rubric: “Renouveler l’enseignement de la culture et de la citoyenneté québécoise à la lumière de l’expérience sénégalaise : vers une réarticulation du ‘nous historique québécois’” [Renewing the Teaching of Québec Culture and Citizenship in Light of the Senegalese Experience: Toward a Re-articulation of the ‘Historical Québec us’”].
We reported in April 2025 that Savoie had assigned his Grade 11 CCQ students a text by Aleksandr Dugin, a far-right ideologue close to Vladimir Putin and the cofounder of the National Bolshevik Party, whose ideology combines ultranationalism and Stalinism.
He may well assign whatever he wants for study, but given everything else that has been demonstrated here, his choice to expose his students to the High Prince of nazbols may not be entirely innocent. And that isn’t the whole story.
The October 17 Live “Debate”
Let’s go back to October 17. On that day, Billy announced his intention to debate live on Instagram an internet user he believed to be a neo-Nazi (because the user had posted a lightning bolt emoji on their account).
When he went to start the live stream, he realized he couldn’t do it, because he hadn’t reached the threshold of a thousand followers. He then launched an appeal to his followers on TikTok, many of whom are clearly his students, to subscribe to his Instagram account so that he could hold his “debate.” In the comments, several people called him “Mr. Billy” or made references to the schools where he has taught. He then promised them he would do push-ups if they subscribed to his account! In less than twenty minutes, with the help of his students, he got his one thousand followers.
This live broadcast provided him an opportunity to reveal his true thoughts, some excerpts of which we invite you to listen to. In particular, he states that “un certain monsieur moustachu en Allemagne était contre une certaine minorité et avait raison sur bien des points » [a certain mustachioed gentleman in Germany was against a certain minority and was right on many points].
The Code of Ethics for Teachers
Like all teachers in Québec, Billy Savoie is subject to a code of conduct. Looking closely at the entire document, it is easy to see which of these rules he is clearly violating:
Distanciation
3.3 Tout membre du personnel ou toute personne appelée à œuvrer auprès d’élèves mineurs ou handicapés ou à être en contact avec eux doit maintenir, du fait de sa situation d’autorité, une distance professionnelle avec tout élève, même à l’extérieur des heures de classe et, en ce sens, notamment éviter :
- toute communication avec un élève par le biais des réseaux sociaux à l’extérieur du cadre scolaire.
[3.3 Any staff member or person called upon to work with or be in contact with minor or disabled students must maintain, due to their position of authority, a professional distance from all students, even outside of school hours and, in this regard, must avoid:
• any communication with a student via social media outside the school setting.]
As we have seen above, he is in contact with many of his students in a context where he displays his discriminatory political beliefs, which are often explicitly homophobic. In his own words, he is “obsessed” with the decline of the white population in Québec, and he even goes so far as to praise Adolf Hitler’s “good points.”
3.7 Tout membre du personnel ou toute personne appelée à œuvrer auprès d’élèves mineurs ou handicapés ou à être en contact avec eux doit s’assurer que l’usage de ses réseaux sociaux est cohérent avec l’image et le rôle de modèle qui lui incombe, notamment en remettant en question la pertinence de présenter certaines informations (photos, vidéos, etc.) ou en limitant l’accès à celles-ci.

It is clear that Billy Savoie does exactly the opposite: instead of limiting access to his accounts, he seeks to have as many followers as possible among his students and revels in gaining their attention. As for being a “role model,” a teacher who denigrates the curriculum, swears, constantly makes homophobic comments, and repeatedly participates in identitarian rallies with a fake militia dressed in a brown shirt is about as far from a positive “role model” as you can get!

6 Intégrité, probité et transparence
6.1 Tout membre du personnel ou toute personne appelée à œuvrer auprès d’élèves mineurs ou handicapés ou à être en contact avec eux doit agir avec intégrité, bonne foi et transparence de manière à préserver la confiance des parents et du public envers l’Organisme scolaire et le système éducatif.

8.2 Tout membre du personnel ou toute personne appelée à œuvrer auprès d’élèves mineurs ou handicapés ou à être en contact avec eux doit faire preuve de réserve et de modération dans la manifestation publique de ses opinions en s’abstenant de tenir des propos qui concernent l’Organisme scolaire ou ses établissements, ses partenaires, ses employés, ses élèves ou leurs parents et pouvant causer préjudice à leur image ou à leur réputation.
[8.2 Any staff member or person called upon to work with or be in contact with minor or disabled students must exercise restraint and moderation in the public expression of their opinions, refraining from making comments about the educational system or its establishments, partners, employees, students, or their parents that could damage their image or reputation.]
Billy has numerous negative opinions about the Québec school system. In particular, he has produced a series of videos called “Billy décortique le programme de Culture et citoyenneté québécois” [Billy dissects the Culture et citoyenneté québécois program]. The four videos published so far all express a negative perspective, highlighting backward and often disparaging views. In the first, he denounces the official program manual for categorizing gender as both biological and social. Obviously, he believes that gender is solely biological and is offended that twelve-year-old students might be exposed a perspective that questions the role of sex and gender in socialization!
In the fourth episode of the same series, Mr. Billy takes offense at the choice of figures who have left their mark on Québec culture. His problem: too many women and people of colour. His conclusion: these are “worrying” choices that reflect an undue concern for diversity, equity, and inclusion.
In his Instagram “stories,” he goes even further. In his opinion, the cover of the textbook shows too many visible minorities! And the authors of the textbook are. . . all women! According to Billy, “Choisir les gens pas en fonction de leurs compétences, mais de leurs origines (race, sexe, etc.) revient à cultiver la médiocrité” [Choosing people based on their background (race, gender, etc.) rather than their skills is tantamount to cultivating mediocrity]. Not only does he question the program (which is potentially legitimate), but his criticism can easily be read as being directed directly at his female colleagues, whom he claims were chosen solely because of their gender.
We can also see the kind of reaction this elicits from many subscribers: it’s the fault of the “wokes” (he definitely agrees), and we should have no confidence in the education system (he sees room for only limited confidence).
8.4 Tout membre du personnel ou toute personne appelée à œuvrer auprès d’élèves mineurs ou handicapés ou à être en contact avec eux doit faire preuve d’une utilisation prudente, judicieuse et professionnelle d’Internet, des médias traditionnels et des réseaux sociaux, et ce, même hors des lieux et des heures de travail, dans le respect de la mission et des valeurs de l’Organisme scolaire et de l’établissement.
[8.4 All staff members or persons called upon to work with or be in contact with minor or disabled students must use the Internet, traditional media, and social networks in a prudent, judicious, and professional manner, even outside of working hours and work premises, in accordance with the mission and values of the educational system and the institutions.]
Above we’ve outlined half a dozen regulations that Billy Savoie clearly violates, and there are quite a few more that we will refrain from listing here so as not to unnecessarily lengthen this article. It hard to imagine how his school’s administration will find a suitable recourse that will restore “a climate of trust” in a teacher who clearly repeatedly disregards its code of conduct by constant public comments of an extremely toxic nature.
And that’s before we even consider the impact on his students who are not sovereigntists or heterosexual or white…
